Mini4 use as phone?

This possible? And can one use an app for this and with specific phone number? I have IPhone 6 plus, but prefer one device and am thinking of the Mini4.

There are VOIP based options , but the mini 4 will not operate like a smartphone and make over the air voice calls via a SIM card.

VOIP is fine, as I plan to keep I phone. Just wanna be able to make and receive calls on mini. Just wondering the easiest method and cheapest

Ok got ipad mini, have google voice and hangouts set up. But for some reason people with iPhone when they text me it only goes to my iPhone, not ipad??

If you keep your iPhone, use Continuity to make phone calls on your iPad. Here's how to enable this feature:
Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support
Take a look at "iPhone Cellular Calls".

It's also possible to receive all your messages on the iPad. The description how to get this working, is just below iPhone Cellular Calls.

Of course you'll want to choose carefully which devices can use Continuity to make and receive phone calls. I've had the experience of having my MacBook Pro, iPad, and iPhone all ringing at the same time when someone calls me.

Regarding Continuity, this all works with Wifi, I am talking when away from wifi using cellular only.

Also I dont have text forwarding under messages setting shown in pic bwlow

Continuity only works when the devices are on the same WiFi network. There is an exception if your carrier allows WiFi calling. Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support

Are you signed in with the same ID on both devices in Settings - Messages - Send & Receive? Is your phone number checkmarked on both devices (same location)?

In GH settings my My verified number and google voice number are set as my GH number. i dont see a send and receive setting in GH
