I upgraded my IPad and now can't turn on location services. The toggle won't switch. What am I doing wrong? Thanks in advance!

Has anyone else had this issue? I've reset twice, and it hasn't helped.

Try going into Settings > General > Restrictions and see if you have any restrictions on changes to Location Services.
