I'm afraid that there's no iOS 6.1.3 jailbreak available for your iPad. You'll have to wait until an iOS 7 jailbreak is released sometime after the public release of iOS 7.

You can only downgrade if you have blobs from any iOS 4 version as well as blobs from iOS 5.1.1. If you do, then you can follow this tutorial to downgrade. http://www.ipadforums.net/jailbreak...5-x-ipad2-ipad3-using-redsn0w-shsh-blobs.html

If you don't have the necessary blobs then you'll have to wait for an iOS 7 jailbreak.

The iOS 5 blobs can also be 5.0.1. You can restore to the iOS 5 that you have blobs for. If you have blobs for 5.1, unfortunately you can't jailbreak that.
