The answer to your question about wanting to know if Siri will be a feature on the iPad 3, no one knows and no one will probably positively know until the iPad 3 is released...likely around late Q1 2012...but that's only a guess as Apple never gives a date certain until only a few days prior.

There are already a number of discussions about this on the forum. Simply type in "iPad 3" or "Siri" in the search box at the top of the page.
