is LTE Technology available in all countries ?

According to a recent report, as I understand it. The Verizon 4G version will only be sold in the States. It only works in the 700 Mhz range that the Verizon 4G LTE works on. The AT&T 4G model will be sold in Europe, but will not work with any upcoming LTE systems. It will work with existing 3G systems, and can be activated for 4G in the States if a person is visiting. I would expect that later versions may become available as circumstances dictate.

So if The New iPad is not available in the other countries scheduled by Apple and if someone is visiting the U.S is it a wise decision to buy it in the U.S or should someone wait for the New iPad to be released in the respective country the user intends to use it?
