Is cydia synced to my iPad.

I'm about to sale my iPad and the buyer wants me to leave it jailbroken. My plan was to delete all my purchased apps, tweaks, pics etc. if I did this would he still be able to access the apps and tweaks I purchased from cydia?

Yes, he would. No way around it AFAIK.

No biggie. I doubt he knows how to make proper use of jailbreaking anyway so I will update it to ios 6.

Unless it's to a good friend (and even sometimes when it is), you should always wipe / restore an iDevice before sale. You can't really remove all traces of yourself with 100% certainty from the device without doing that, so there is always some risk just trying to delete your "stuff".
