Ipad Settings App Question

Why are some apps listed in Settings and others not? Because those absent have no settings other than those imbedded with the open app? Just curious because I noticed a new browser (Dolphin) I'm testing is not included in the settings list. I'm missing out on some settings which are not included in the open app settings tool. Looks like Dolphin was designed primarily for android devices. Thanks.

Whether or not an app has settings in the Settings app or in its own menu is something decided by the developer. They have control over how the app will behave and how you can change things.
