iPad not responding to touch

Hi everyone, new here and hope someone could help

Bought an ipad on ebay who sold it as needing a new digitizer, opened it up to find he has broken the clips for the digitizer to hold it in place.
Is there anyway to secure it in and is this causing the issue?

If you go to the iFixit website, you'll see a teardown of the iPad there. They have all the necessary parts - including those clips - so you should be fine...
