IPad, IPhone and Outlook 2010 - mail disappearing?

Sorry, perhaps this has already been done to death, but I couldn't find a definitive solution to the problem.

Situation:
POP3-mail issued by provider, no other way of downloading the mail is provided.
  • IPad configured to use POP3, ICloud set to push, mail set to fetch (check every 15 minutes), never delete messages from server
  • IPhone configured identically to the IPad
  • Outlook 2010 configured to use POP3, delete messages on server after 14 days, delete messages on server after deleting them from my trashcan
  • Mail is also accessible from webmail
Problem:
This worked like a charm for quite some time, but a few months ago my mail started disappearing.
I get a message that new mail has arrived on both IPhone and IPad. I look at the message and decide that it can wait before I respond.
When I start the computer and Outlook half an hour (or more) later, no email is being downloaded. Checking the webmail, there are no messages.

If I receive new email and I instantly send/receive from outlook after I get the notification on my IPhone, everything works as it should.

I am totally baffled by this behaviour since the pop3-settings on both the IPhone and IPad state that no messages should be deleted from the server, regardless the age and/or whether I deleted them from the IPad.

Can anyone tell me what is going on and how I can fix this or point me to the right resources?
Any more information can be provided if needed.

This has worked for people in the past.
Go to Settings>Mail, Contacts, Calendars and delete your email account. Then go back and re-set up the email account again with the same info you originally gave to your Internet Service Provider.
