hi guys,

on the ipad 3 homescreen I have three icons at the bottom but instead of being able to see the whole home screen picture there is a grey band about 1" high across the screen. Can I get rid of this !!

No, that's a normal feature of iOS 7. It takes a colour based on the average color at the bottom of your homescreen photo. You can't remove it, at least not on an un jailbroken device.

Here's my homescreen, which has a different colour in the dock, based on the colour of my homescreen.
