No, if you have Wi-Fi access you can use one of the standalone navigation apps. For example, tether data from your cell phone to the iPad wi-fi, and it can figure out where you are. At least that's what I've heard.

If you have a cell phone, why wouldn't you just use the GPS app on that? The WiFi only iPad doesn't come with a (functioning) GPS chip.
