iPad Auto-Brightness problem

There is a problem about iPad Auto-Brightness :

When I turn Auto-Brightness on and go to the place that more brightness, the brightness auto increase. But when I go to the low light place the brightness still the same not decrease as it should be. The Auto-Brightness will be accurate when I turn off the screen and then turn on again. This problem not found in iPhone.

Is it a hardware limitation or OS bug?

Auto-brightness is not a very good tech. It can't really know how bright something should be and different people will want/need different brightness. The sensor may not see the same light you see, either. I think it better to just adjust it yourself. It's a lot easier to do in iOS7 as you can get to up with a swipe up.
