iPad and iPhone won't share

iPhone 6s, iPad Pro.

My Yahoo email address was corrupted, so I have spent the last couple of days migrating everything over to a new gmail address. I have a new Apple ID, enabled on both devices. I cannot get them to share text messages without turning on iCloud, which I didn't have to do until I had to change things.

I have done everything Apple says to do on both devices, and have rebooted both devices. The iPad is WiFi only, but was working just fine two days ago.

Is your phone number linked to the Apple ID, and selected on the iPad and Mac?
Add or remove your phone number in Messages or FaceTime

Thank you so much! It is frustrating when you had it working, and then you don't! There was Apple ID sign in that didn't happen, that I could have sworn was done.
