You don't seem to understand that wifi has nothing to do with jailbreaking and/or apps.

If your verizon and have a 4G LTE phone the hotspot is free till like july 16th thats what i do

What kind of phone are you using. For me for instance I have an EVO4g android device which is rooted and has unlocked the ability to use it as a hotspot without paying...so, for example when I am out and about (I only have WiFi iPad2) I can use my phone and connect my iPad to it and run it at 3g speeds wherever my phone (sprint) has coverage. You may be able to do something similiar.

There is no free WiFi at all, you can buy MiFi, It's a mobile GSM Router, get connected anywhere with your iPad WiFi.
