I Have an Ipad2 a popup has appeared on screen regarding icloud backup when i press ok it does not clear and i can not do anything with it any suggestions

Hi, Stuart59! Welcome to iPF!

Reboot your iPad: press Home button and Power button at the same time until the Apple logo appears. This should help removing the popup from the screen.
If you don't use iCloud backup, turn it off in Settings - iCloud - Storage & Backup - iCloud Backup, to prevent it from appearing again.
