Ipad 2 backup download

Hi!
Question for some reason I lost some of my apps. They are still on my PC how do I retrieve it from my PC back to my iPad?
Some are paid other wise it would matter. When I went to this iCloud in settings it was grayed out. What actually does it back up?

With respect to your question about the missing apps, you can always download your apps again at no charge...or as you mentioned you can always connect your iPad to your computer and re-sync so your apps are reinstalled. More info about that and other topics can be found here:
