iOS 7.1 beta was released to developers on the 18th of November. It likely won't be too long before it has its public release.

iOS 7.1 beta 2 was released to registered developers today. It can be downloaded OTA for those already on iOS 7.1 beta 1 or by downloading the file from the iOS developer website and doing a full restore.

Here's a screenshot of the activation screen where you have to enter your Apple ID and password to activate the device after updating to iOS 7 beta 2.
