Unfortunately, Siri is not available on the iPad 2. Siri became available to the iPad 3 when the iOS was updated to iOS 6, and was in the iPad 4 from the beginning.

It's the updated version of the iPad 3, with the lightning connector, faster processor, etc.. Apple refers to it as the iPad with retina display.
