How to have apps always start blank or original default?

I would like to have Safari always start blank or certain user-defined home page all the time, and in case of App Store the original default page. How to go about it? I am especially concerned about those Internet-connected apps.

It wastes data download when they always remember where they were and what they were doing before.

Open Safari, type about:blank into the address bar, then touch the action button. Select "Add to home screen" and use the resulting icon to open Safari. It will start blank.

To start on any site, replace about:blank with the site of your choice.
