Don't think you can block a particular site... However you can add a restriction to safari itself...

Settings
General
Restrictions
Enable (set passcode)

will block Safari entirely. However, I don't know a way of blocking specific websites and letting others through on the iPad.

So what is the problem that you're having? You need to set a passcode (and be absolutely sure that you remember it, there's no way to recover it if you forget) and then you can simply disable Safari....

If someone else is going to be using your iPad and you don't want them to access Facebook then you can turn the restriction on and off very easily - i.e. restrict access to Safari when you're not using the iPad and then simply turn it back on again when you've got the iPad.
