how do i install dl apps?

I am jb 421 when I try to sync apps now I get a error can't install?

Reboot your iPad and then try again. I used to get that error all the time. I figured out that wifisync was screwing it up. Hope it works.

That didn't work but on cydia I found installous for ios 4 that when installed allowed the aps to install.
