Does your iPad 2 have 3G capability or is it wi-fi only? A wifi-only device won't usually provide hotspot capability.

Yes 3G and running on the latest software

The iPad2 doesn't have the capability to generate a hot spot. Only the phones and iPad 3s and above have that capability (with the right carrier plan, of course).
