You'll have to download an app to be able to create mail groups, although you can use the VIP List in Mail to receive mail from important contacts.

What is the easiest way to create an email group on the iPad?

A lot of people here have had success with the MailShot app. With it, you can create groups and those groups get saved into your Contacts app. You can get a Lite (read: free) version to try out and see if it'll suit your needs. It's limited in the number of people you can have in a group while the paid version ($3.99, USD) is unlimited.
