I am interested in learning how develop apps initially for my own use. I have dl the developer software from apple but I don't want to pay the $99 annual fee right now since it will just be for personal use. How can I get the app on my iPad or iPhone without going through Cydia or apple?

In this article you'll see about the 'provisioning' of apps - this enables the development of 'private' apps - perhaps for your business - that will never be released in the App Store or Cydia...

Haha. I used to think that too. Apple's process is crazy and there is nothing simple about it. But, it is what it is, and you get used to it after you have done it a couple of times.
