Hi, welcome to iPF!

After updating, reset your iPad: press and hold Home and Power button at the same time until the Apple logo appears. Release both and let the iPad power up.

Software updates (not upgrades) haven't been exactly friendly and reliable lately on iOS 7. If Johanna's suggestion does not work, try downloading the 7.0.6 IPSW for your model of the iPad Air, make a backup of your device (just in case), and see if you can custom update your device by holding Shift (Windows) or Command (Mac OS) and clicking on the "Check for Updates" button in iTunes with your device connected. Then point it to the 7.0.6 firmware IPSW. If you're on 7.0.6, it should still work by overwriting some of the core system files/directories. That way you won't have to restore your device completely.
