Frame-rates on iPad videos

Does anyone know whether an iPad 2 sold in the UK has been factory-adjusted to shoot video at 720p25 on it's HD camera?
Or is the frame-rate always set to 720p30 no matter where you purchase your iPad?

The reason I ask is because 25 fps allows greater compatibility with UK equipment, especially when down-converting to Standard Definition.

Also, most camcorders tend to shoot 720p50 (or 720p60): so does this mean that you have to lose every other frame if you want to edit camcorder videos on your iPad?

Yes I saw that, but I don't really know what it means?
Under what circumstances would it be less than 30, and does Apple make any factory adjustment to the frame rate based on the region where the iPad was purchased?
