Try to reset network settings in Settings - General - Reset. You'll have to set up your Wi-Fi again afterwards on your iPad.

The settings for FaceTime and iMessages are separate. He will need to go through his Messages settings and make sure his phone number is turned on for receiving iMessages.

If the phone number is not an option, then It may be necessary for him to sign out then back in to his iCloud account in the Messages settings, both on the iPad and the iPhone.

You can not send messages in FaceTime. You have to use the Messages app. However, you can send audio messages in Messages.

If you open a contact in FaceTime there is a Send Message option, but it will open Messages to actually send the message.

As far as I can tell there is no history view in FaceTime. Recent calls/contacts show up automatically in the left column, and will stay there unless you delete them. There is a date for the last call, but no history of previous calls to that person.
