From the Music app? You can't.

While it is possible to add non-copyrighted music to iTunes, the app is designed around the idea that all the music in it will be copyrighted. As such, there is no way to send a music file to another person from the Music app. That would be enabling piracy.

The closest thing you will find is the Tell Friend Link in the iTunes store. This sends a link to your friend via email. When they tap on the link it will send them to the iTunes Store and that piece of music. Hey can listen to up to 90 seconds of a preview and decide whether they want to purchase the music themselves.

If you have public domain or your own music that you wish to send, you'll have to use a different application.
