Use a different browser, such as Atomic Browser to download files.

Another possibility is 'GoodReader' the iPad's 'Swiss Army Knife', which can download any file. Check it out in the iPad's App Store - it consistently gets the number one 'must have' app rating

No, uploading documents to webhosters is not supported.

There is an app called ismestorage, which allows you to upload to a dozen or so cloud services, but there is no app, which allows you to upload to any cloud service, they have to be specifically supported.

Istorage has a built in browser that works, just found it.I transfer my files to the app and upload them from the app
tag disk HD does the same thing.
when I receive an email with an attachment , I press/hold the attachment, it asks which to use, I save it to one of them and can use their built in browser. I found the Tagdisk would do it by accident. I already had it on my iPad to put my .docs files in
