Download problems

I have had several unsuccessful tries to try to upgrade my iPad software via iTunes.
I guess the file is just too HUGE to pass through successfully. What is worse is that when there is an error it wants to restart from the beginning, and not resume from the last time.
I am in India and the Internet is rather slow and just cannot sustain such a big file to download.
Please give me some tips on how to tackle this problem. iTunes is on a windows 7 pc.
