Is there any way to be made a keyboard for ipad like the one in aNote. I want to use the arrows in any app (like Evernote), because its difficult to navigate to specific letter in the word with fingers. And my finger aren't that fat.

This. You can get a used apple keyboard for around 40 dollars. Totally worth it imo

Keyboards are not one of the popular things that get made often.

and what you are talking about is not a different keyboard, their app is just attaching their own bar on top of the keyboard with their own buttons/keys. Apple would most defiantly not allow a custom keyboard for an app.
