Just to make sure:
Reflector is installed on your PC? You accepted the EULA when installing it? It's allowed through Windows firewall (public and private networks)?

I assume your iPad is capable of AirPlay (iPad 2 and later).

If it's like the one in your link, it's an iPad 4.

What about Windows Firewall?

What about Windows Firewall?

Is AirPlay option and Firewall are directly related?
I wont see my PC in AirPlay, if the machine on which reflector is installed has not firewall exception.
But atleast i should see the AirPlay option.
Later on i can decide with which device i have to connect.
If there are not device, i will see empty list, but should see AirPlay option

You have to have at least on AirPlay capable device or computer active on the network (besides your iPad) before the AirPlay icon will show. If Reflector is not running, or the firewall is blocking AirPlay traffic on the PC, the iPad will not know there is an AirPlay device available, and will not show the icon.

Reflector has a background option. If it's enabled (running on the PC) it is not necessary to open the Reflector app. But the firewall will still have to allow traffic through the AirPlay ports.

I have Reflector on my Mac, but not a PC, so I can't offer specific advice. This is what Air Squirrels says about firewalls.
