If your iPad2 is jail broken, then yes, you can purchase some tweaks (from Cydia, the jail breakers "App Store") to have it be a hot spot.

However, there is no way to do so with a stock iPad. The carriers never intended for the iPad to be a hotspot, so they never offered a plan for it. Still don't...

You can but I know with AT&T it's an additional charge over and above a data plan for the phone.

Here is Apples support page for Internet tethering. The feature appears to have been introduced with the iPhone 3G.
