Can I use my iPad app store password to buy apps for someone else's iPad?

Not unless you want to give your appleid and password to someone else. However, you can gift the app to that person. I've done that many times. My experience is that it is good to follow up with the recipient after you have given the app. Here is a picture of a potential app purchase.

Perfect! I had never noticed that option for app purchases. How does one identify the recipient's iPad?

You use email address. Since this transaction is done via email, that is why you need to follow up with the recipient because your gift is presented via email. The recipient gets a link back to the Appstore. You need to have a credit card on file with the Appstore, gift cards/credit will not work.
