What's the best browser for an iPad 2 to act as a desktop?

The stock Safari browser is pretty good but it lacks the ability to upload files and download any format of file. For that a third-party browser such as iCab should fill your needs. It supports tabbed browsing, can upload/download any format of file and 'pretend' to be a desktop browser for those annoying websites that 'downgrade' their content if they detect a mobile browser.
