The iPad's native Bluetooth capability is to connect peripherals to it such as keyboards and headphones.

There are photo management apps in the AppStore that you can get/use to transfer files via Bluetooth. However, both devices have to have the app running and the Bluetooth is activated and used solely within the app (you don't do a pairing as you would with a peripheral device).

The app PhotoSync by touchbyte GmbH is universal. Check the developer, there are many apps with almost identical names. One purchase puts it on all your iOS devices (that use the same account). There is a free computer side client also, though it is not necessary it does make things easier.

The app uses wi-fi when it can, when all devices are on the same wi-fi network. It will attempt to use Bluetooth if no wi-fi is available.

This is what I use. There are a number of other apps with similar function and various prices, including free.

There are numerous other ways to send, share, or sync photos between iOS, computer, and other devices. Some suggestions are.

DropBox
Photo Stream (shared)
Photo sharing websites like Flickr, Photobucket, or Picasa.
email
messages (SMS)

If Bluetooth is not vital to what you are doing, you may want to explore some of them.

As you say, you can only use SMS itself between phones.

However, you can send iMessages between iOS devices and Apple computers. They all have to be registered to an iCloud account. When using an iPhone, it will use iMessages when available and SMS (MMS) when not.

If you have an iPhone and register all you iOS and Apple computer Messages apps to the same iCloud account, then the other devices/computers can/will also receive SMS messages sent to your iPhone's number, if you allow it.

It's all set up under Settings > Messages. You may have to sign out and back into your iCloud account for all devices in Settings > Messages for it to catch up. Do the iPhone first. You'll get a series of notification on each device as the different addresses take affect.

Quite a few delays though. I generally see the same message appear on my iPad, iPhone, and iMac as much as 5 minutes apart, when they contain large files like videos.

It gets complicated.
