Bluetooth will not connect to anyting, even my iphone 5

I keep trying to pair my iphone and iPad together, but they cannot find each other. All I get is each constantly searching for devices, even though both have the Bluetooth switched on. Has anyone else had this problem, is there anything I'm doing wrong? It seems ridiculous that I can't connect an ipad to an iphone.

Unfortunately, Bluetooth for the iDevices is not designed to connect the devices together. Bluetooth is to connect to external peripherals such as keyboards, headphones and speakers.

I've used the hotspot feature on my iPhone to connect my iPad to the Internet with Bluetooth, it works.
