Why can't I connect an Ipad4 with an IPad Air via Bluetooth?

Bluetooth doesn't work that way with iOS devices. You can use it for such things as Bluetooth keyboards, speakers, etc., as well as connecting to a personal hotspot. It can't be used for any kind of direct connection with another iOS device.

But you can use Airdrop to share files. It uses both Bluetooth and wifi.

Bluetooth is used to detect other nearby airdrop capable devices, once connected, WiFi is used to transfer the info between the devices.
