Bluetooth between Ipad4 and Android Mobile Phone

Here are the supported Bluetooth profiles. http://support.apple.com/kb/HT3647
It depends what you want to do. For example I can tether my ipad to an android phone (Samsung galaxy s ii) over Bluetooth with no problems or extra software. Check the App Store if none of the profiles do what you want.
