Does it matter if I recharge batteries when they still have good charge; for example, 50%? Is it better to recharge at, say, 10%?

It doesn't matter what percentage of battery power is left when you start a charge. Apple does recommend that you run the battery right down about once a month, but this is for the purpose of keeping the battery percentage meter calibrated, not to maintain the health of the battery.
Here's what Apple has to say about charging your iPad's battery. http://www.apple.com/ca/batteries/ipad.html
