Hi and welcome to the Forum!

Is it popping up when you open your iPad, as my iPhone does this at times, I don't know why....you can just cancel it.
But try a reset of your iPad and see how you go, This reset will not change anything on your iPad and is akin to rebooting a pc.

Reset - Hold the power off button and the home button simultaneously, keep holding them in and you will see the power off slide appear and disappear, wait until you see the Apple logo appear before releasing the buttons. It will take a little longer for your iPad to start.

Can apple make an arsenal football app for free please

We are a private Forum with no connection with Apple in any way other than we all love our iPads and sharing info on them.

It is also Developers and not Apple who make the apps we all enjoy. Have you searched the App store for something like this?

I wouldn't know, I've never seen one but that doesn't mean there isn't one.......best place is to search the App store or another app like Appshopper.

This happens to me when I have paused app downloads on my iPad. It goes away when I resume them.
