Account delay - at app store

Hey everyone, I seem to have an obstacle with my account, it has money in it so that's not the issue, the issue is that's delaying when I download something it automatically shows 'your download will start in a minute' or something...

Are you using a strong wireless? 3G sometimes is not strong enough and will down load when I get to a good wireless.
