12.9.1.4 absolutely inactive

Apple just upgraded my iTunes to 12.9.1.4. Previous version synced my iPad to my PC when it started up. This version does absolutely nothing. I can't even find a way to make it sync.

Nothing else has changed.

How do I reverse this progress and get back to iTunes doing something?

Maybe there's something wrong with the downloaded iTunes. Try downloading it again and see if that fixes the problem.

That didn't fix it, but a change of cable and installation of an OS update did .
