yes you can move files back and forth between the storage you have connected to the iusbport and your iphone/ipad. whoever told you that only photos and videos can be transferred is wrong.
you will need to use other apps on your iphone/ipad to move the files around as the standard apps that come with your iphone/ipad are not really set up to do what you need to do.
i use apps like Oplayer HD to stream videos and GoodReader to move documents back and forth. FTP On The Go works well.
