What is it?

It has a naval connection.

I suspected naval from the beginning and am searching for HMCS ship badges / crests. I have found many but not one like yours. The only thing I've found that connects, is a badge for HMCS REGINA. The crown is the insignia and it looks like the crown at the top of your badge, down to the colour of the jewels.

The badge is for a ship that has been out of commission for 38 years. It was sunk as an artificial reef over 20 years ago.
