I am no expert but it looks more like some kind of fit, take the video to the vet and let them have a look. It may give them an idea of what is wrong.

She drags her legs across the floor scratches her head then starts coughing

Hmmmmm....I don't know. I'd have to see it, but its certainly worth a trip to the vet just to make sure. How often does she do that?
