No, it is currently located in a shopping mall and was re-built in the same location it occupied before the mall was built. I don't need the identity of the whole, just the part shown in the photos.

My first impression was of part of a stone frieze or similar to a classical style of building, Scifan.

It's not part of a frieze, but it is of classical design. It's located at the top of an architectural member that performs a supporting role.
