    It's a marking gauge,used to scribe lines in a wood surface parallel to the edge for marking tenons and mortises for cutting or for other purposes.
    As your device has two marking pins,it is likely a mortise gauge.

    It is a mortise gauge. Made in Sheffield, England, but available from Lee Valley tools all over Canada.
