Part of some street furniture? Or more likely, part of some equipment used by the workmen doing the road.

It's right next to the road and many are found all over town,next to the road.
It's not related to the road construction.

The first image is the turn handle on a manual coin operated parking meter.

The second image is the back plating on the meter.
