It's a flush-cutting saw,used for cutting off the projecting ends of dowels and tenons.

That's exactly right. The teeth are set only one way so they won't damage the surface as plugs etc are being cut flush.

The object sits in one of the holes in the bench, metal end upward & sticking out of the top. Meant to help hold it firm to use as a rasp for a hand held item needing to be smoothed?
